I analyzed the video from different angles as she moves the penis and bottle around. She tilts up, down, to the side etc. The measurement ratio changed at most by several milliliters.
Measuring from the top would likely decrease the length, unless it is tilted downward, then it'll seem slightly longer as he has detached ligs. Tilting sideways would have the same effect.
