Are you creating enough suction/pressure for the cylinder to stay in-place without you holding it? One or two pumps won't give you enough to do much of anything...but slowly work you way up to it

Agreed and if you still can not get to the vacuum you desire you may want to make sure your pubic hair is trimmed short (about 1/4") you can also smear a bit of vaseline around the seal which will help eliminate vacuum release and finally, adding a wine-vac would completely change things.
