I don't believe that "all" black men are bigger, but I do believe that there's more likelyhood even if only by a small percentage (say 2-4%) that for a black man to be bigger than a man from another ethnic background. Statistically aren't Blacks commonly a couple centimeters larger flaccid than other races. I always thought it was because in some African cultures they wear so little clothing and nudity is socially acceptable so it helps the whole area relax. I picture it like skin color. The closer to the equator the skin tones are usually darker and the further they are from the equator are lighter; is this true, that's what I always believed.
 
I got interested in this question just recently and found a measurement study that took into account results from many countries and some of the individual country results polled and measured up to 5000 men. The general answer was no they dont however the nigerian study came back as being on average .5" to 1" bigger some of this might have been due to different measuring techniques but it still stood as sugesting the difference from black to white is probably .5" erect if anything. Asians and italian had the smallest at the other end of the scale :p
