Well, I am back state side and wanted to start a log for multiple reasons. Partly for accountability, but also after months of research I kind of wanted to consolidate what I had learned for others.
So, about me, 30ish in good shape (military). Starting measurements:
FG: 4 6/8"
BPFL (not stretched): 4 7/8"
EG: 5 3/8"

Goal:

I started with a 5 week newbies warm up.
Rest days:
Everyday kegel for 1 minute
JAI stretches 20
Stretch down, left, right, up straight out, 30 seconds each
Work days
Same as rest days but add 10 minutes of jelqing.
Each week increase kegels, jai stretches, stretches and jelqs so that week 5 ends with 5 minutes of kegels, 100 JAI stretches, 10 minutes of stretches, and 20 minutes of jelqing.
Additionally, week one, work day, rest day rest day, week two work day rest day, week three work day work day rest day, week four work day work day work day rest day....etc till five weeks.
Obviously incorporate a warm up and warm down.
I am currently on week four of this program.
