In my experience girth work is better after length. Dld also recommends this for the most part but he says to switch it up from time to time or just do whatever fits your routine or alternate. The worse thing in PE is not knowing if you have gained or not. It is vital to take accurate measurements when you start or you will be playing guessing games with every size increase. As Jordey suggested, start now, take all measurements and record them in a progress thread and keep them updated as you gain.
