9 is really the magic number when it comes to men and length. I think many guys believe that they can achieve 8-8.5 but when it comes to NINE (9) the number somehow eludes many guys, this is why I say it is magical...when men finally believe in themselves and that they can get to 9 and it happens, well MAGIC ABOUNDS!

I'm now 8.25 inches.

The gains for the second inch are slow. It takes a lot of sets to deform the ligs, which sometimes I cannot be bothered. So if I only do four sets for example it will only maintain current gains, but not increase them.

Nearly back to hanging 10 kg weight, which I found to greatly rewarding, tough and good for gains.

Agreed. The second inch is tough and it gets even harder after that. I think I've decided to stop on March 15th 2014 no matter what my size is at the point (and then cement from there), because I realize the diminishing returns aren't worth the effort. I'm hoping for 10 inches by then (my original goal), but I don't think I can do it. Ever since I hit 9 inches I haven't been able to even get a 10th of an inch. So if I hit 9.5, I'm not gonna spend 2 years looking for another .5 inches lol.

Getting to ten inches is not so different from reaching 8 or 9, the biggest difference is it is 10...a psychological mechanism makes it hard to imagine that we can actually achieve double digits but you can. It takes total belief and the best way to build that belief is by going by the others who have made this amazing size. If we can do it, you can too.
 
You've been around PE longer so you would know better than me. But people talk about "newbie gains" and I'm wondering if the slowdown from gains continue after the newbie gains.

I think more than slow the exercises and equipment they use become obsolete. When gains slow it is important to turn up the intensity of switch to a new routine to keep things running at optimum speed.
