Yes it is possible. There were no girth devices when I was coming up (aside from air-pumps, which I detest) so I made it to 6" using all manual exercises. Mainly the SlowSquashJelq. When the BathMate came out I was able to use that to get much better expansion and to try to add from there. So I say train manually and see how growth is, if you still need that extra boost perhaps you can get a free BathMate from the monthly contest.
