Hi, this stretch is a difficult one to understand. Step 1 is similar to a btc with a leg up on a high pedestal. Step 2 "hooking the ligs" is the confusing part, does he mean to hook the base of the penis? A video or drawing would be greatly appreciated

I don't understand this either. But this stretch are probably nullified by LengthMaster 3. When you have LengthMaster 3, you get unlimited intensity in the inner penis and the ligaments (mainly: Suspensory and Fundiform).
 
Skip this exercise and get yourself a lengthmaster and do true length work. There is no method in the whole entire world better than the lengthmaster
