Most definitely. Every chance you can stretch you should do so. Not obsessively but if your dick is out for a piss you might as well get a few stretches in, right?

lemme ask u a question. since im not able to do any exercises in the morning to capitalize on the fatigue during the day, is it ok to do my normal exercises every nite like i've been doing and then when i get up, use my static stretcher while im at work for 9 hours and the come home and continue with my exercises and repeat the process?

I've seen people who've suggested the same thing, but not so eloquently. I have to say though, I don't fit into your theory. I'm one of those easy length gainers who does a short intense session once a day, and my gains are plain in my sig. I think this is due to genetics, and in order to fit your theory, we can say that because of my genetics, my "emergency respnse" time is slower, so i don't need to do maintenance during the day.

You say you're a hardgainer - have you benefitted from the techniques you described?

There is no hard gainer where SRT is concerned. The birth of SRT eliminated the word 'hard gainer' in PE. All PE forum are now stealing the SRT style of training. All thanks to DLD for giving us SRT. He changed the game forever.
