Jelqing is as old as
hanging (or [words=https://shop.mattersofsize.com/products/sizegenetics-penis-extender]traction[/words] force). Engorgement (of which jelqing is a technique) and [words=https://shop.mattersofsize.com/products/sizegenetics-penis-extender]traction[/words] (ie, stretching,
hanging, etc) are the two techniques that encompass all penis enlargement exercises. We can only apply forces to the cells artificially to induce mitosis utilizing internal or external forces.
Jelqing builds internal pressure beyond "normal" pressure differential created by the relaxation of "smooth muscle". (Which really is still a form of [words=https://shop.mattersofsize.com/products/sizegenetics-penis-extender]traction[/words] to the individual fibers, but from a different perspective
) The only way to chemically "relax" the smooth muscle further is to increase blood flow with vasodilators. Most importantly, Nitric Oxide is responsible for the "expansion" or "relaxation" of the smooth muscle.
To manually force these tissues and chambers to expand requires forcing more blood into the chambers than your "normal" blood pressure will produce. Jelqing is the oldest and most used technique to do so. You are simplistically "training" your penis to hold more blood than it normally would.
Ideally, one would supplement in order to produce a high level of nitric oxide and stay engorged slightly beyond "normal" for as long as possible while still allowing blood to flow into and out of the penis. That is why jelqing is so effective and safe. It constantly (while performing the exercise that is) creates higher than normal expansion of the penis while also allowing new blood to flow in and out of the penis. Without blood flow, or new blood, you have effectively started to "suffocate" your penis of nutrients and oxygen. Causing mitosis without blood, or chemical flow, is like standing still. Daughter cells will not grow into parent cells until they are "fed" sufficiently.
And will die before reaching "maturity" or arriving a GZero if "starved".
So jelqing is in some ways superior to clamping or partial vacuums because it continually exceeds "normal" peak engorgement while at the same time inducing new blood to enter the "chambers" of the CC and CS while exercising. The advantage of clamping or partial vacuums is that one can be expanded for longer periods of time than they would by using their hands. However, those techniques lend themselves oftentimes to expanding more than is necessary without encouraging an increased blood flow at the same time.

Jelqing and kegels are, with the exception of their limitations as far as manual [words=http://fleshlight.sjv.io/c/348327/302851/4702]stamina[/words] and strength are concerned, the most effective and safest ways to make your penis more able to hold and collect blood in the penis. In the end, engorgement exercises are all about increasing the ability to supply and accept more blood into the penis, or create a pressure differential, which makes the penis "grow" to erection.
Anyway, if you are not seeing gains, even if you weren't jelqing, there is something wrong. Either the intensity (force) or duration of your exercises was not sufficient to induce mitosis. Most likely without knowing your exact routine, it is a matter of duration, because almost everything trendy in the Penis Enlargement world is about producing too much intensity for far too short of a duration. Easiest way to increase "intensity" without increasing the force used is to apply significant heat while performing any exercise to weaken the chemical structure (electrical bonds) and to reduce the tensile strength of the "fibers". Easiest way to increase duration is to either use less force so that you can endure it longer or use a device to apply said force that you can tolerate for as long as possible for you.
