I've tried THERABAND, ACE bandage and a piece of cloth. When I pull the velcro through and its starting to get tight the wrapping gets bunched up at the slit and I can't pull any tighter.

Found the perfect double sided velcro to use for this. both sides are far softer than the other velcro I was using, and it's better than taping or gluing 2 single sided pieces together:
