It's just like weight training really. Fast ones will tone, hard ones will strengthen. The two main points are strengthening and improving your awareness of how it works. I think harder faster ones are a good default. Quick ones will help you hit it more accurately. Super hard long ones are one method of beating an orgasm back. Specifically a long hard kegel followed by a reverse kegel for a few seconds.
If you want one size fits all though short but hard kegels are good. But they all have uses.
