The funny thing is, I come from a ton of mixed genetics from all over the world. Some have massive elephant trunks while some have mini Vienna sausages. I introduced them to PE but they rather have the dessert size sausages than growing trees to ram the bushes. Ehhh..
 
I dunno; I was horny AF all the time as a teen and masturbated a ton as a kid and still ended up with less than 6 inches.
I'd be willing to bet there's psychological factors that go into it. All my friends had great sex lives and I didn't; my insecurity about my size stopped me from reaching out to girls, and being fat and thinking I couldn't change it gave me severe body dysmorphia, and the constant emotional parental abuse gave me such low self-esteem I thought sex only existed to torture me. It's VERY hard to get out of that mindset as an adult. Keep on training.
 
During our adulescent years, we were loaded with hormones to make or break our prospective mating chances. This is when the body will divert tons of its resources to make us successful in passing on the genes. This was a perfect phase of penile growing. Now, we are just old nuts trying to make the penis larger. Some of us in the 20s, 30s, and 40s that actually go into a secondary phase of penile growth because of the sudden surge of hormones because we are just plain horny during our latter courting period. Old people in their 60s manage to gain penile growth because they always have been horny humans since their youths. The body will provide surges of needed hormones for growths, but we have to do things strategically.

But be warned, what you divert for your penis may be taken from another important area.
 
I think with a good PE regiment and patients your ideal size can be achieved
It's all about consistent training and the constant progression to a more intense workout
