your penis is made up of tendons lig arteries viens etc, and after and extended time of stretching the ligs day after day. they will get use to the amount of force put on them and adapt to it, thus making continuing length gains.
also the fact tht half of your penis is in your body attached to suplimentary ligaments over time they will release and adabt to the force once again.
in terms of saving gains i can say if taking a decon break you will most likely hold the majority of your length gains, but im not too sure of your girth gains.

I wish that had been the case for me. For me it was the opposite. My girth gains were pretty much intact, but I lost significant length gains. That was with a three to five month cut-back.
I never really stopped completely except for a six week period when I was ill.
I'm still convinced your dick is like one of those rubber balloons--with just so much blood to draw on--it expands and lengthens with the amount of blood and "inflatable" skin available.
I think the skin, the largest organ in your body, plus the blood supply from good circulation, not to mention male hormones, is a huge factor in how much erectile and flaccid length and girth you gain and then keep.
