Heya, I'm going to respond to those two questions but first I'm gonna give you some information on basic Penis Enlargement. These can be done without anybody knowing throughout the day by consciously locating the PC muscles in your groin area and squeezing them, as if you were stopping the flow of urine.
Reverse kegels are the opposite of this, as if you were relaxing the pelvic muscles and pushing "out." These two methods can also be performed while doing Penis Enlargement.

Stretching is performed after warming up with a warm wash cloth, hot cup of water, heating pad, infrared light, microwaveable hot sock (you get the idea) for a few minutes to loosen up and relax the genitals. By gripping an inch underneath the glans with an OK grip, gently pull up, down, left, right, and straight out and hold it for at least 20 seconds. (The slow pull outwards should take at least 5-10 seconds itself)
Another exercise to try with stretching would be the DLD Blasters, which is performed by placing your arm underneath the base of the shaft and using it as leverage as you slowly stretch the penis over the wrist/arm while performing a kegel, then stretching it further while performing a reverse kegel.
The German Stallion Paradoxical Pullout Method involves total relaxation of the body (best if laying down on a bed with your legs up) and "sneaking" up on the shaft, just slightly tugging it out in a normal stretching method without tensing up. With practice and repeated workouts more and more flaccid length should pull out.
Also, as of recently from the Gangsta Urologist thread, an urologist recommends pushing two fingers into the fatpad with one hand while using a grip 1.5-2 inches from the base (instead of the glans) with the other hand and gently tug outwards in different directions. As this is new information it hasn't been widely tested yet but it seems to create a stretch that even beginners could use.
Stretching doesn't have to be performed for too long if you're doing it manually, so if you bring a newspaper into the bathroom with you your GF/Wife may figure you're just going about your business.

Jelqing is the act of "milking" the penis and can be performed dry or wet. (Wet involves using lube/vaseline/lotion) Using an OK grip with one hand, slowly "milk" the shaft from the base just before the glans, use an OK grip with the other hand on the base, milk up towards the first hand and then bring the first hand back down to the base while leaving the second hand right before the glans.
As a beginner you can repeat this for a total of 25-50 reps, and as you begin to condition yourself you can eventually go on from 50-75 reps, 75-100, 100-125, 125-150...and so on, but that takes forever and gets boring. So maybe doing a total of 125 + quick break + 125 for for 250 reps should be what you aim for in a jelqing session.
Also take note that when jelqing, the penis should be stretched out with any loose skin pulled back to prevent excess skin gains instead of length gains.

Okay, as for your two questions:
1) That's actually a good sign, it means your EQ is great. If you end up getting a 100% erection during jelqing, just wait for it to subside a bit, then work your way back up to the 100% and keep at it. Eventually this won't be much of an issue in the future.
If it starts getting painful, that may be your body telling you it's time to end the session, so grab whatever it is you used to warm up and do a warm down for a few minutes.
2) I sorta tried to answer this while explaining basic Penis Enlargement, but if you want to keep Penis Enlargement from a GF/Wife then the key to this is to not act suspicious. Men and women both have their own grooming habits that they keep from each other, but another option is to find a time when you're alone (or she's out of the house) to do a quick session.
