Provided your PE career is long enough and you work smarter than most then yes it's possible. You'll probably achieve girth goal just working towards length. I just hit 3 inch BPEL gain last month after 15 years. I took a very long decon (18 to 20 months) and am now very efficient in my routine. Because of those 2 factors I'm now making newbie like gains without beating my dick up or subjecting it to unneeded trauma. If I would've embraced those 2 factors sooner I'd probably be done with PE long ago and enjoying my very large penis by now. After a certain point connective tissues response is strengthening and not elongation, which is our goal. Even girth is just elongation in the circumferential plane. I still don't have things figured out but if I had to hypothesize I'm creating a proliferation response without or at a much reduced inflammation response, in regards to my current routine. Inflammation I now take as a sign that too much was done, at least in terms of length gains.
I mention that because the kg levels you are now at are mildly high and my hunch is you're approaching or already at the strengthening phase and a long decon may be needed to jumpstart gains. Length of decon is proportional to intensity and time gone without a break. So if it's been a while 3 months minimum, more would be better. It's taking 2 steps forward and one step back.
