Before the uterus 'tents' up properly, the cervix is generally visible through the vaginal opening .. you can touch it with your fingers. I think in most girls you should be able to hit it pretty easily at only 7 to 7.5, .. it's just that usually it tries to get out of the way (probably made that way) and it takes the right (wrong) exact angle of insertion to hit it straight-on.

In most women yes, but when we talk about bottoming out it usually refers to hitting the cervix but we can learn to make our way around the cervix in different positions or angles of insertion which will bring female ejaculation when done right. I mean the entire adult entertainment industry is sad if you really think about it. People forcing themselves to fake one of the most natural things humans can do to earn money. I've always measured from my pelvis with the ruler directly on top of my pipe.
