There is so much theory and perspectives on which is better for length, its ridiculous! What I do is start out completely flaccid then work to about 40% erect. I feel that this is targeting length more because I'm not trying to expand the tissue so much as "tear" the tissues. If that makes sense. I think of the ballon theory. It gets bigger and longer when you fill it with water right? But for the penis, when its erect, it gets bigger (girth) while accenting length. My opinion is that when doin flaccid or semi-erect jelqing, you're stretching out the tissues so that more blood can fill it and when it begins to reform it'll be at a more lengthened state. So far, its been going really good. My penis is getting longer, while accenting girth.
