It can be that you are not using enough intensity in your workouts. With manual stretching you can use much power, stretching is pretty safe.
An easy exercise that could be a length complement to your routine is the easy performed "lazy ass stretches", where you to a between the cheeks and basicly sit on your penis, moving your hips further and further towards the edge of the sofa or chair. This can be done while watching tv, so it is a very simple exercise, but it is still very effective.
