If this is a frenulum issue you can successfully remove the frenulum with this process: Frenulum Tying. Be extremely cautious and safe, read and study every part of the thread and ask for advice before you start. If you can afford it a surgeon can remove it but you will pay out the nose.

Me too but it is available. I lost my frenulum when the ruler slipped one day, sheared it clean off.

bathmate could help, my forskin is almost fully restored just from bathmate and basic stretchings... it could help the skin get looser

But with phimosis one has to be careful, since it could be too much.
