Jelqing will bring length but is probably the slowest method available. Jelqing primarily increases girth with slight length gains. A smarter approach to length is length specific exercises or equipment use. A good place to start with stretching is the Newbie Routine stretches, they are very basic and effective, much more than jelqing. If you have a SizeGenetics, Phallosan or PeniMasterPro these are all length specific devices. Hanging is also a very good way to gain length and in that case you have the LengthMaster or the hanger. I also highly recommend you read and study the SRT Thread as there are many things that can be integrated into any routine for much better gaining and healing.
