Working out hard and regularly will certainly increase T levels, it's a fact. However, since you are young, healthy, and work out already, there is some other extraneous variable causing a low T level (genetics, medication, something you're consuming, etc.). That being said, T therapy is a great option and can be very beneficial, with little to no side effects when administered and monitored properly, that should not be a problem. However, if I were you, I'd be more focused on discovering what is causing the low levels to begin with, and fixing the source of the problem. Unfortunately, most docs don't know much about much except drugs. I would encourage my doctor to help me discover why it is low, then discuss a remedy at that point.
Having proper hormone levels impacts every apsect of your life (mood, sex drive, strength, energy level, immune system, and the list goes on and on) so it is important to get it corrected. Best of luck.
