The short answer to your question is yes. I've found that girth is gained best using high intensity workouts every other day or every third day. This combined with copious amounts of edging. Edging is really key to girth gains my opinion.
When you overdo girth, the tunica tissue will harden to keep it from rupturing. This will keep you from gains. I clamped hard to full expansion for a whole year, and just got a really tough tunica with no gains. Since I started the 2 off 1 on routine my gains had slowly started back up again.
Then again DLD trained girth daily and gained. It really is up to the individual to find out what works best, but if daily workouts don't yeild gains, I would suspect that rest days are needed.
