No, the Phallosan just comes with the belt for wearing it around your waist (at least mine did).
If you want straight up or straight down stretching you need additional straps... you can find suitable ones on the tlc-tugger and autoextender site for example.

Really, my package came with all the straps...maybe that was just for me. What I can say is making the straps yourself is no problem, just find a sewing shop and you can buy the straps and buckles very cheap.
