In reverse, a strong well developed tunica, would eventually stretch the ligs, so as to accommodate the tunicas volume. I think the tunica is the governing factor, as it determines all! Sure ligs are important and will yield gains, but the tunica can only expand to a certain size until you internally stretch it and once thats done, big gains are around the corner!

Well, that's why you would do each for the same amount of time. Then do a whole ULI and then some wet jelqs or something. Or it would probably work good to do some wet jelqing after finishing one "section" of penis.
If this were to happen though, you could probably even it out by not focusing on that spot as much.
