Air is basically air molecules flying around in space. Now we want to get rid of as many air molecules as needed in order to create a low vacuum for PE. I don't really understand it myself right now. But it seems that the extra space shouldn't matter.
pressure = Force/Area
Force = pressure*Area
And here the area that counts is the penis surface which remains unchanged for larger cylinders.
