I hardly doubt you're at your max. As DLD said, please take some time and spell out your detailed routine. Look back at your workout logs and tell us how many minute per day you were doing, what exercise on each day, how many reps, perceived intensity level and so on. We all have our own way of interpreting how ''hard'' we are trying to make gains. I've found over the last decade though, that it is usually the minority of men who are 1) consistent, 2) actually doing what they claim to be doing. I also feel it's valid to say that most men are so afraid of injury, they never really push their penis past the comfort zone. You may feel like you have tried ''everything'', but I honestly doubt you have. I'm just being realistic. I think most men can keep gaining if they truly desire to.
I've met men for example, who were doing something such as:
15 minutes of ''warming up''. This consisted of a rice sock, or a hot wash rag, or dipping their penis in a cup of warm water. Sometimes they also did some massages.
5 minutes of stretches in various angles
5 minutes of ''helicopters'' whatever the hell those are. I think you spin your penis around in circles, supposedly to improve blood flow. I think it just looks silly myself
5 minutes of jelqs at 60-80% erect
10 minutes of ''cool down'' with a hot rag, cup of water, or rice sock.
10 minutes of actual WORK
Repeat M/W/F, 2 days on 2 off, maybe 3 days on 1 off...the more ''extreme'' guys might do 5 on 1 off
I've seen guys do the exact or similar above routine for sometimes years. They just keep doing it the same way, same reps, same cookie cutter design every week. They assume what they're doing is NOT the problem, rather they ''just can't gain''. Sometimes, I can get through to these guys and sometimes not. Often, they fall into the trap of frequently trying out the new theory or exercise of the week every time some ''guru'' re-invents an exercise.
Bottom line, if you are not gaining, it's because something you are currently doing needs an adjustment. Maybe less ''warm up'' time and more actual WORK. Hard to say though until we SEE what you are doing.
