I have only jelqed erect and I have made incredible gains. I could never jelq partially erect, as soon as I start I become complete hard so it has never even been a choice, either I jelqed erect or not at all.
Big time! When I started PE I was having erection quality issues and it was Jelqing and Kegels that cured this for me. Within a couple weeks of practicing jelqs I was able to get hard ons like when I was 18.
