I think the whole "kegels increase contol" and "kegels cause premature ejaculation" debate is pretty hard to pin down as most of what we hear on these forums is anecdotal and hardly conclusive (best described by the term bro-telligence). It's my opinion that there is such a diverse range of factors that apply to sexual performance, such as psycholgical health, experience, attraction, anatomy, neurology, ect, that just trying to pin it down to "the PC muscle" is a pretty shallow answer.
My own advice for figuring out a method for speeding things up would be experimintation. Work with your body and try things out, as well as continue to read up and seek advice. You're only going to get results from practice and repitition if you're really trying to retrain a spinal reflex, so just start working on the physical act and don't worry so much about internet "quick fix" solutions. There's certainly no harm in researching as much as possible though - no sense in taking chances with your sexual health.
