no you have to warm up with heat, it could lead to bruised penis or worse

You should stretch at every chance you can. Any time missed in stretching is length untapped. When I was actively looking for gains I would stretch all day in one form or another. There is no limit to stretching, stretch as much as possible.

Yes as long as its not over your 10 minutes, and if you can't heat up to warm up your penis just massage it with your hands to transfer heat

Exactly or just start out light and buildup in intensity over the workout. After a minute or 2 of light stretching will prepare the penis to be stretched. Even more important are doing Bundles before a workout, see SRT why.

I think starting lighter is what he doesn't want. He's probably short on time wherever he's doing this and wants a quick routine without being cold. There should be underwear that warms up the penis

Warm up before starting your length or girth routine if you are cold. 10mins stretching every hour will depend on the method you are using to stretch.
