Someone should do a poll to see if this theory correlates with Bib's LOT theory. It really does sound like it might.

This makes sense because when the scrotum skin isn't shriveled up, there is less skin resistance allowing for more pull.

But it also depends on my body temperature, sometimes I can't avoid tight balls, but when body temp is normal or higher they hang like best buddies.

And the Reverse Erect Skin Stretch among other similar exercises are great not only for Turkey Neck cure but to permanently stretch the shaft skin so that the balls will eventually sit back naturally more than before even during cold temps.
 
The only problem is that your "balls" are not connected by ligaments. A little ball stretching and you can go from an inch hang to several in a few months.

True and when the balls sack is stretched, it doesn't go back in size.
