If that's all I care about, what would be the best routine?

stretches, Jim's wrap, extender, LAS... anything else?
what kind of reps/times would you recommend?
what worked for you?

There is really no one certain workout that will bring flaccid gains only but there are some exercises you can do that minimize erect length while still training the penis to stay elongated. SOne of the best exercises are:
Uncle Jim's Wrap
Lazy Ass Stretches SizeGenetics Extending at low tension.
Testicle Health Massage and Stretch

These 4 exercises are very good with training the penis to remain extended and give you a flaccid length very close to your erect length.

As far as a routine goes you could do something like this.
SizeGenetics for a few hours a day Uncle Jim's Wrap for the time you are not in the extender
Lazy Ass Stretches for 20 minutes daily
Testicle Health Massage and Stretch before bed.

If you practice this for a few weeks I think you will see changes very quickly.

Testicle Health Stretch will help your penis to hang lower in flaccid state. It will also increase blood flow to your testicles and aid in sperm count. This routine should take no longer than 5 minutes but the benefits are many.

With favorite lotion grab your scrotum just above your testicles. Now in a rubbing motion massage each testy for 30 seconds rubbing between your fingers in a gentle but firm movement. Now massage all the fluid around your testicles for 60 seconds. At this point your scrotum should be very relaxed. Finally lightly stretch your scrotum downward while the other hand pulls your penis upward. Do 60 of these. This is a very quick routine but the benefits are great. This will also aid you in any kind of early warning signs of testicular problems.

I am definitely going to try this. If it only takes 5 minutes and can help give me a hang, I will go for that

Very simple and actually a great way to warm down after training. It is the only exercise that stretches the base of the penis from the scrotum. This is so important to flaccid hang as when the scrotium hangs longer, the flaccid penis can hang longer. If the scrotum is too close to the penis it tends to cause the penis to stick straight out or even become buried in the fat pad. This exercise solves all these issues and will bring very good flaccid length.
