Hang and jelq. The belief that hanging increases base girth is true, atleast it is for me. My base girth went from about 5.5" to 5.75 while the rest of my penis stayed the same girth. Jelqing will help move things around and even out the penis. I'm guessing you do a lot of clamping exercises.
I'm not sure if you're refering to exercises where a hand clamps at the base, or actually using a cable clamp. Either way, the fact is I've done neither in a few months <. I stopped because I didn't want to worsen this problem. I was hoping it would go away on it's own, but clearly it didn't <.
