Yes, of course it is okay to masturbate before, during, and after pumping. Masturbation allows you to achieve a full erection before entering the tube, which is something you should do to achieve maximum expansion, and I don't know anyone that can get to full erection on command without masturbating (if so, you've got a massive and strong set of pelvic floor muscles that get a blood pump that would make a 'roided bodybuilder jealous). The only detriment to cumming after pumping is that less blood will sit in your penis after you've ejaculated, causing expansion to lessen a little bit after you've finished. I personally don't cum after doing my girth work because I want the blood to sit in my penis as much as naturally possible so the tissue sits in an expanded state. This would theoretically lead to faster gains.
p.s. I would suggest splitting the times of your sessions into two 15 minute halves as opposed to one 30 minute block. After 15 minutes, take yourself out of the tube and do about 25-50 jelqs to move some new blood into the penis. Then, work yourself back up to full erection and go back into the tube and finish out with another 15 minute block. I often don't plan to cum after girth sessions but one thing leads to another. I get out of the pump with the intent to edge to get some fresh blood in there and excises the natural expansion but I get pretty turned on by my size and get carried away. Sometimes, just can't help it, lol.
