Surgery isn't an option, this shit keeps coming back. If you have sex or masturbate it'll come back
 
If this is a frenulum issue you can successfully remove the frenulum with this process: Frenulum Tying. Be extremely cautious and safe, read and study every part of the thread and ask for advice before you start. If you can afford it a surgeon can remove it but you will pay out the nose.

Me too but it is available. I lost my frenulum when the ruler slipped one day, sheared it clean off.

But with phimosis one has to be careful, since it could be too much.

I never really did any thing for restoration but general PE has given me some back.
 
Skip the frenulum surgery guys, I saw a horror story on 4chan today the picture was disturbing as fuck I would never get that surgery
