Also looks like you have quite a bit of fat pad. Lose the fat and naturally more of your dick will exposed making it longer. I have a friend who lost 20+ kilograms of fat recently and he told me that it greatly improved his sexdrive and his dick looks bigger.
Also for your concern about not gaining. Looking at your pics i have to say that your penis exit point it is very high. What that means is that you have lots and lots of lenght gain potential by stretching your ligaments (lowering your penis exit point and exposing that hidden inner penis outside of your body).
That means if you have high exit point you will naturally have much more
easy lenght gain potential because of your hidden penis and tight ligaments than someone with low exit point and very loose ligaments.
Also its normal for guys with high exit points and tight ligs to see little gains when stretching the tunica with [words=https://shop.mattersofsize.com/products/sizegenetics-penis-extender]extenders[/words] or hangers or the mainstream stretches left,right,up,down. When you have tight ligaments and you are trying to stretrch your tunica in the following ways you will see little to no gains.

You are lucky in a way too. In two ways actually: realising potential gains from stretching and elongating the ligaments thus lowering your penis exit point is the easiest and the fastest way to gain length in my opnion. Combining that with fat loss and you will be on your way to some pretty nice gains. I am confident that you can gain atleast 2inches of lenght from ligament work and fatloss looking at your pic.
What should you do to lower your exit point and elongating your ligs is: Stretching at the downwards angles ONLY. That means straight down, Behind the cheecks, or
hanging BTC.
So focus soley on the angles and stretches that are atacking your ligaments. Any tunica work will be quite innefective in my opinion with your tight ligs...
When you max out your lig gains than you can focus on atacking the tunica.And you will gain more length.
Thats my opnion based on my experience with pe. Without the weightloss part since i always had very little fatpad
