I would simply buy from time to time. Some products do have a good shelf-life but others don't, rubber in those bands could deteriorate with time even with proper storage conditions. (Think of an old rubber band that crumbles when stretched!)
Those hair bands and O-rings are simple and effective. For "sexy times" I would probably choose something else. While hairbands and O-rings are effective, they can be quite utilitarian and not so sexy.
Clear silicone O-rings would be the best in my opinion, in the sense of being practical but also not no utilitarian perhaps, as it could pretty much be "invisible." The main concern with a silicone O-ring would be the composition of the ring, as in how ridig and pliable it is, as silicone can rip easily if the composition is very flexible. One could take a TPR cockring in same dimensions and softness as silicone and the silicone might be more prone to ripping. Just a small viewpoint, there are different variety of products out there and some are better, some are not so great.
