Is using a cock ring after exercising good or bad? And if good what percent of erection should I be at when putting the ring on? As well as how long I should leave it on after working out?
 
I wear a cock ring all day except for while showering, pumping, lifting and man-scaping. I wear one that is snug (not too tight. Your penis should never turn blue and you should be able to pee without hindrance . I bought a set of three rubber cock rings and wear the largest one around my whole package, behind the scrotum) enough to keep me more engorged than usual.

Sometimes I use an adjustable ring right after pumping to get my penis extra turgid for a small edging session. You want to always keep your penis engorged/elongated after PE to promote healing in that state otherwise you simply won't gain.

It's definitely good. It'll keep you erect or more than flaccid so that you don't turtle up.

Please refer to SRT and give it a good read through. What you are explaining is a healing technique or passive PE. After training girth it is best to heal while expanded and this is done by wearing a cock ring to retain that pump. You want to wear it as long as you can keep the pump. If you want to go longer do some SSJ for a few minutes and throw the ring back on. There are also healing/passive protocol for healing while extended. All this, and more, is in SRT.
