I have come to many Plateaus but remember this as a wise analogy, when climbing Mt. Everest you are never climbing straight up, you climb to Plateaus and even dips that may seem like your progress is lacking, this is simply not true. PE is going to be climbs, plateaus, dips and gains. What matters most is you keep climbing.
 
As a complete newbie I gained 1.2" within 6 mths. That wasn't even putting in a lot of time. Gains have slowed down but are still coming pretty strong. I wouldn't worry about it.Just do it. I think if you obsess over gains you will burn yourself out and don't compare yourself with other guys. There are guys who work 1 year straight and get nothing and all of a sudden something "clicks" and they grow like weeds.
 
3 months length 0.25"-0.5 "
6 months length 0.75"-1"
1 year length 1"-2"
3 months girth 0.25"
6 months girth 0.5"
1 year girth 0.75"-1"

Note this is incremental and the measurements for each month or year.

I will try to exceed these measurements related to time. We will see how this goes.
