I dont think this is true. I'm 5'8" and weigh 155-160lbs and I am 8"x5.25" EL. My baby's mothers friends boyfriends/ex-boyfriends are all taller then me or have bigger frames then I do and I am bigger then them. So I think this is not the case in all people.
