You could potentially do this with any kind of ring shape or U shaped object, like a thick coat hanger, or roman rings from a weight lifting set.
I just looped a chain around the non padded end, and then looped the chain around a door knob. I used both hands on my penis to stretch and hooked the base in with the hook. I used my body weight and exerted force away from the hook and DAMN I've been missing out. I have no reason to stretch the normal way anymore.
One could also use fishing scales inbetween the hook and the chain to measure the tension amount and avoid over exertion

This way I can build up the tension slowly, simply by stepping further and further away from the band, increasing its resistance. And when confident, change the band to a thicker one.
