I have the exact same effect as you. Puffy after I become flaccid. But I have to say that my "hard" erection keeps getting larger even after the puffiness subsides. Knowing this, for me I just list the puffiness as a side effect and I keep working and growing.
Egghd had a good post about water intake also. My girth growth stagnated for a bit and I thought it was a plateau. Turns out my water intake during that time had decreased dramatically. Now that I am consuming more water(1 gallon or more a day) again my girth "plateau" has subsided.

oooh a second question. how do jelqs/ulis/constrictors differ from pumping in theory? ive been thinking about it, and they seem to operate on the same principle - stretch the cells inside so that some break, and eventually are rebuilt larger and stronger. whats the difference and what makes jelqs/ulis/constrictors effective while pumping isnt?
