I'm pretty sure almost everybody can gain this in 5 years.
First 2years I was jelqing at 60% almost exclusively, then I had a big break and started after again with jelqing but more in the 80-90% range.
Another big break and since last summer 100%erect exercises of all kind and SHS(my variation of Uli No.3 for headsize).
It's a long time but I see Penis Enlargement as a lifestyle/hobby/whatever and will continue ON/OFF(like the first 5years) most properly for the rest of my life.
Maybe not heavy duty but at least for maintenance.

But first I have to go for this magic 9x7. Surely this will be hard work but I will enjoy it :D

Really hard to say. I didn't keep very good logs the first 4years and was Penis Enlargement'ing on/off. I just remember that the first 3month of jelqing gave me very small gains. Only .2" in both directions. But I think this was more having better boners and gaining size back what I lost due to not using my dick enough in the 5years before(this were really bad times! I just didn't realize it back then).
But due to dissapointment, work and other reasons I stopped Penis Enlargement for 6or7month.
Then I decided to give it a try again and made my first " in length and .5 in girth over I think 4-5month before stopping again. And so on and so on.

Ah, I just remember one important thing: The first 3month I was jelqing palm up and the next round I discovered the palm down jelq! I'm sure that due to the better lig-stretch I gained this 1" in length!

flaccid girth increased as well but I'm still more a grower then a shower and the flaccid/erect ratio remains almost unchanged.
At least when taking rest.
