Hello! I know there isn't a name called "Internal ULI", never heard of it anyways? But i have seen people using cock rings like this.

What i thought of was.. When you are erect and do a ULI. Why not grip under your scrotum/package and squeeze? Like squeezing from
the internal penis. Maybe this will also trigger the internal penis to promote better length gains?

Wouldn't this make sure you really hit the whole shaft, even from the inside, making sure you really get the base of your penis pumped.

When i tryed this the whole shaft above the package got expanded with blood but in same time the penis looked shorter from shaft to scrotm,
perhaps since the package got pushed forward, i don't know. At least it felt like i got a more solid grip making completly sure the blood was trapped
by doing like this.

Anyhow, the whole shaft really expanded equally among the whole shaft. Would it be good to keep doing like this or shouldn't i?

it could help for sure, I try to start as close to the root of the penis as i can because the longer the stroke I feel like I can push more blood. Kegels are also major key
 
Honestly, as long as you grip as closely to the pubic bone as possible, the girth increase is uniform. Even with clamping this is true. The area under the hand, or clamp also increases in girth. It doesn't exactly make sense, but that's how it works. It is also easier to get the best, full grip against the pubic area rather than from under the penis and scrotum.

I see. It's easy to grip under the penis/scrotum as long as you lay down. At least for me ;)
 
You will not get the same quality of workout due to less grip tightness. This is due to not being able to grip with an entire hand around your penis.

My Balls hang stupid low but the lower the better. The more the scrotum is released the longer the penis can hang.

Does this also release any scrotum skin around the base of the penis shaft?

You seem to be a guy that knows a lot about girth gains in general.
My penis is starting to take the "hour glass" effect , where it is wider at the middle and less wide at the base and top. I'm talking width and not girth now.
I really want to achieve width gains. I want my shaft to grow width wise. But it seems i don't manage to do that, it's more like i lose width, but not sure. I
have started to measure with my ruler above my shaft to see if i get any width gains.

Is there anything that is really effective regarding width?

That's not really an "hourglass". That would be thinner in the middle. Your penis may just be predisposed to taking on that shape. If it's not an incredible difference in girth I would not worry. Keep at a solid girth routine and things should balance out. From my own experience, my girth developed pretty evenly. My width also increased as my girth did.
