If the most of it is foreskin as said, he could do a favor and have it reduced. I am not sure about adult foreskin, but I recall reading that baby's foreskin will cater a very large area, it's used for burn victims. Maybe his skin could be used like so? Surely if he has a disablity check, a surgery would likely make him "poor", don't know how much he is getting though.

I really don't see that much of a point having such "log." The interviews are strange about the man, definitely not all "right" in the head. Human ego is a strange thing! Surely people might look in awe or great curiosity, but if it's mainly just soft flubbery tissue, it's not very usable for sex that includes penetration. Of course sex is more than the penetration, but it's a part that's considered very common anyhow.
In a way he's an interesting case of how body modification can take extremity.
