I'd start stretching after your jelquing sessions (some say the penis is more pliable / stretchy after jelquing).

Warm up before jelquing / stretching to ensure the tissue is prepped for the workout.

Another good idea i stumbled across recently is wearing a
cockring all day. I use one that isnt too tight and wear it all day and then after i jelq i put on quite a tight one for around 30-40mins to help reinforce the new expansion.
