I haven't really tried hanging where I guess the problems might occur but otherwise I haven't had any real problems doing Penis Enlargement as uncircumsized. It took me a while to get a good grip for stretching and I do advocate holding back the skin while jelqing but other than that it's worked fine.
Many guys complain that Penis Enlargement is more difficult with foreskin. Perhaps a specific thread discussing techniques for dealing with foreskin would be useful.
I think finding a grip point may be harder, but it just takes practice. A lot of Pe is learning your grip. I've gained 2 inches on length since doing Penis Enlargement. 1.5 of that was in my first year or so.
I find that peeling it and getting a tight grip before stretching is what works.
One thing you'll find about Penis Enlargement is that your orgasms will get better too.

I first tried pe many years ago (1970s) when I was uncircumcised. I used an expensive but cheaply made vacuum pump (all that was available) and 'donut' foreskin was a problem. I remember thinking that it ought to be easier without a foreskin. I was circumcised in 1985 and when I tried pe again it was definitely easier. I never really worked consistently at pe until much more recently (inspired by this web-site

I'd already been into piercing for a long time and had some redundant foreskin piercings (they'd seemed like a good idea, but weren't as much fun as I'd hoped), and as I've said, I suspected that pe would be easier without the foreskin, plus I kind of liked the way circumcised cocks look, so I asked my Dr. to refer me for circumcision. He didn't even ask why I wanted it done. I had it done under general anaesthetic (I wasn't offered local, and I didn't think to push for it). Surgeon turned out to be the hero who had saved my life earlier in the year after my motorcycle crash (another story). Hospital staff were very nice. I had a private room. They gave me a pre-med and some other pills (antibiotics, etc. I was told), took me down to theatre and I awoke several hours later sans foreskin and very groggy. Lots of nurses came to see me (and have a look at my 'incision' :s) But I kept falling back to sleep and slept and slept. Next day felt ok, but was having painful hard-ons. A nice nurse told me one of the pills I'd been given (stilboestrol?) was supposed to have prevented the erections). I drove (!) home later that day. Went to the pub that evening and boasted about my 17 stitches. The bar maid was very interested ;o)

To answer the question for this thread I would say that it could be easier with some methods for guys who are cut, than those like me who are un-cut. I've found that I must roll my skin back when doing stretching, otherwise I get allot of excess skin stretch from the base which from experience causes turkey neck.
Hanging must also be done with the foreskin pulled back. Can be tricky, if you don't do that than you are asking overtime for gradual skin build-up from the base. I also pull the skin back when I pump and when I use [words=https://shop.mattersofsize.com/products/sizegenetics-penis-extender]extenders[/words].
The bottom line though is that cut guys aren't going to gain any more than un-cut guys but they may have some advantages when using various penis enlargement methods. I personally like my foreskin and wouldn't have it cut unless it needed it.
