Only if the circ. was done too tightly. This can also happen if the Frenulum is too small and pulling against head. Both these cases are rare but it can happen in these circumstances. This does not mean they can't grow, it means they will need to put more effort in. There are also people tying their Frenulum to eliminate this.

To avoid stretch marks I suggest using Hydrocortisone cream after each stretching session. A pea sized amount is plenty.
