No, there is no Tunica at the head, it ends just before. The glans of the penis is without skin or tunica. Increasing head size can be done using various techniques. It is difficult to hold these gains since the head is without Tunica. My best advice is to do Head Expansion Squeezes or Strapped Head Expansion.

That stubborn head of yours! Its the last one to give well for me at least. I need to be well rested for it to balloon real good, but Jelqs seem to do the trick for me. I am not totally sure because I never measured my head size (wish I did) but, not totally sure if I gained size there.

I never got around to doing it man, but Zack tried it. He said it was dope, and it is a original redzulu exercise so it must hold water.

Over the years, I believe I gained size at the glans. I didn't measure but it's quite on the big side.

I never really cared about head size. The smaller it was the bigger I looked
