depends on the toilet, but when it happened to me I was probably hanging around 6.50"-7.00" (hot day, loose shorts, totally relaxed)
 
All jokes aside , I wouldn't want to hit the water with the tip of my cock. Toilets here in the UK have a water level that is very low and you would need a 13 inch flaccid cock to reach it which is just crazy. I'd be very very happy indeed if I could get to a 6 inch flaccid cock.

Those comments from her should serve as motivation for you. I personally don't measure anymore. I just make sure my length and girth routine are intense and consistent. I want to measure after 12 months of active PE.
